just had to happen in the romney/ryan campaign. now, over and over and over again on this campaign, on issues big and small, the romney/ryan campaign before today has been able to use one particular technique to escape the consequences of having unpopular policy ideas or policy ideas they don't particularly want to defend. they do this same thing over and over again, and usually, it works for them. here's the pattern. here's the pattern they have established. here's mitt romney back in august telling scott pelly of "06 minutes" that he believes abortion should be allowed to protect a woman's health. seriously? mitt romney thinks abortion is okay if a woman's health is in danger? no, not really. his campaign later said, no, never mind what mitt romney just said. he does not believe abortion should be allowed to protect a woman's health. okay. then in september, here was mitt romney telling david gregory on "meet the press" that he's not going to repeal all of obama care. he says he will keep part of obama care. but the part that requires coverage for people with pre-existing conditi

was mitt romney. he picked paul ryan for a simple reason and the same reason he went to the olympics. he wanted to. he runs his campaign. he is the ceo of the campaign. he is his own karl rove. it has cost him a lot of problems. he is the product, not the ceo. that is how he set it up. they feel good about the ryan choice now. they gave republicans excitement. they needed it. if it costs them problems or florida, then it is a gap. >> i would do it differently. romney had had a bad summer. he had had a bad trip to europe. he came back. there was a discomfort in terms of where the campaign was and where they were headed. he wanted to shake things up. he did not think this was the time for a safe choice. there were two groups of people that were excited about the pick of paul ryan. hwang was conservative republicans and the others were congressional democrats. we could finally make the ryan plan a big deal. it did not end up being a positive or negative. it moved romney's numbers of about 2 points up and then dissipated. it closed things up in wisconsin and settle down. it has been fairly n

to want to really frame a negative message against romney and ryan, and pick up where the president didn't do that well last week, or didn't mention at all, thinking of issues like the auto ballot, social security, the ryan proposal on that. the medicare issue, the 47% comment that romney made and people were stunned that obama didn't mention that last week. and, of course, romney's income taxes and how he made his money at bain consulting. those are all issues i think we will hear from joe biden on. and it is very different than what biden's pass was four years ago, steve, as you recall facing sarah palin. the biggest challenge been for biden was don't patronize sarah palin, don't bully sarah palin certainly, try to a quarter to a certain degree of respect. i think this is a different time, and paul ryan is a different opponent. >> there's been what some are calling the rebuttal as both congressman paul ryan, republican vice president to nominate and vice president biden try to set expectations for the debate on thursday. let me share with you will paul ryan said on the fox news channel

take away, paul ryan spent his dae by the time talking about mitt romney. joe biden spent his debate time talking about joe biden and that's the different. the goal of a vice-presidential debate do no harm and promote the guy on the top job and pretty clear that joe biden thinks he should have the top job. stuart: and a clear question, going into the debate the romney camp clearly had momentum. do you think that debate stopped that forward momentum for the romney camp? >> i really don't. let's say that the snap polls you cited earlier and that joe biden won going away. i don't concede that fact, if it is true, 1988 probably the best performance of a vice-presidential nominee, lloyd benson and george w. bush still won 40 states. and the vice-presidential debate is not really all that impactful to the overall trajectory of the campaign and i think that paul ryan did a good enough job and did enough to promote mitt romney and really mitt romney the person and joe biden admitted that mitt romney is a good man and i think that's what had to come out of debate and paul ryan did what he nee

won that debate. after that debate, literally the next morning, they were calling mitt romney a liar, the campaign and the democratic groups saying he is a liar, he made the numbers up, the facts up. if paul ryan is smart, he will go right at the numbers and say, let's talk numbers. doesn't paul ryan have an advantage if they talk numbers? >>guest: there is no doubt about that. he is an excellent explainer, particularly as i said in the economic and budgetary issues. i think if joe biden is smart, he will try to pull this discussion as much as possible into some extraneous issues like the war on women type of stuff and foreign policy. there is something of a hurdle for paul ryan to get over in this debate, to sort of passion just the basic eye test on foreign policy for a vice presidential nominee. i think that biden, look, there has been so much out there that paul ryan will wipe the floor with biden, i think that the expectations game has shifted in the obama-biden cam favor particularly after mitt romney's strong performance last wednesday. the only thing i am worried about from t
